Mark Aicken
Mark Aicken brings over two decades of diverse construction experience to his role as Senior Project Manager at Encore Building Systems, where he has already made a significant impact since joining in 2024. With a Bachelor of Science in Construction Management from Western Kentucky University, Mark began his career as a General Contracting Superintendent and went on to work as a Project Manager in modular, roofing, and concrete disciplines, leading projects of varying sizes and complexity, from Alaska to Idaho to the midwest.
In his current role as Senior Project Manager, Mark ensures projects progress smoothly from award through on-site completion, consistently striving to exceed client expectations. His extensive background across construction environments and project management expertise make him a valuable asset to Encore’s team and mission.
Passionate about architecture and construction, Mark is energized by working alongside a dedicated team of professionals. When he’s not on the job, he enjoys spending time outdoors with his family, embracing all that nature has to offer.

Chuck Ehlers
Chuck Ehlers is the founder and CEO of Encore Building Systems. Chuck founded West Rock, now Encore Precast, in 1997, setting the foundation for the company’s reputation for excellence. His entrepreneurial spirit and passion for growth and innovation led him to establish multiple companies, including Encore Building Systems, a sister company focused on expanding Encore’s capabilities in wall panel production.
As CEO, Chuck drives the company’s growth by maintaining a hands-on approach to leadership, focusing on integrity, quality, and a commitment to sustainable growth. His strategic vision has been crucial in expanding Encore’s reach, while maintaining a dedication to operational excellence. Chuck’s expertise in precast made the company’s expansion into wall panels a natural next step, and he continues to work closely with key stakeholders and the senior team on every wall panel project to ensure success.
With over 25 years of experience in the industry, Chuck serves as a member of the NPCA Board of Directors, OCA Board of Directors and Southwest Executive Committee, and PCI Central Region Board of Directors.
Chuck holds a B.S. in Civil Engineering from the University of Cincinnati and a J.D. in Law, with honors, from The Ohio State University. Outside of work, Chuck enjoys cycling and spending time with his wife and four children.

Julie Lockett
Julie joined Encore Building Systems as a Sales and Development Strategist, bringing a unique background that blends her expertise in sales, consulting, and entrepreneurship. After graduating from Indiana University with a B.S. in Nutrition Science and a Minor in Business, Julie began her sales career at Baxter Healthcare, where she sold custom surgery packs. After several years, she transitioned out of medical sales to focus on her family. During that time, she founded a photography business and consulted in sales and business development. Julie joined Encore Building Systems full time after discovering her appreciation for the precast and construction industries during her time as a consultant. She values the industry’s decisiveness, attention to detail, and commitment to excellence, and enjoys collaborating with Encore's team of dedicated experts.
At Encore, Julie leverages the company’s established reputation in precast to support its expansion into wall panels. Known for her keen understanding of customer needs and her ability to drive efficiencies, Julie works closely with clients to ensure Encore consistently provides exceptional customer service. Her dedication to designing systems that put the customer first aligns seamlessly with Encore’s commitment to quality and integrity.
Outside of work, Julie enjoys refinishing furniture and furthering her knowledge of nutrition and health.

Jack Rodgers
Jack Rodgers brings extensive CAD drafting expertise to his role as Senior CAD Technician at Encore Building Systems, including 25+ years dedicated to wall panel design. His role centers on coordinating building design with clients, architects, engineers, subcontractors, and internal production teams, ensuring every project meets Encore's quality and precision standards. Jack’s dedication to creating dimensionally accurate, structurally sound drawings directly supports Encore’s commitment to excellence.
Jack’s career journey began in a machine shop, where he designed parts and gears for industrial applications. He then transitioned to a sheet metal shop, creating trade show and retail displays, and later to an engineering firm, where he worked on process piping and support structures. He discovered his true calling in precast concrete design, spending 25 years honing his expertise at an insulated wall panel producer. Over the years, he’s worked on notable projects, including the innovative Columbus College of Art & Design building, the large-scale Lehman Farms project, and the expansive Target Distribution Warehouse.
Jack’s experience enables him to anticipate potential challenges, offering solutions that benefit both Encore and its clients. Driven by a passion for solving complex problems, he finds immense satisfaction in seeing his designs become tangible structures.
Outside of work, Jack enjoys spending time with his family and rodeos. He was named MSRA Rookie of the Year in Calf Roping in 1998.

David Savage
With over 35 years of experience in the concrete and precast industry, David Savage brings a wealth of knowledge to his role as Senior Production Manager at Encore Building Systems. He holds a two-year degree in Civil Engineering Construction Management and certifications from ACPA, NPCA, ACI, and PCI, underscoring his dedication to industry excellence.
Starting as a Project Inspector for Clermont County Engineers, David oversaw bridge construction and performed material testing, before advancing into quality control and production management roles at Cincinnati Concrete Pipe Company. Later, as Plant Manager at Hanson Pipe and Precast, he honed his skills in production scheduling and management.
Since 2007, David has been an essential leader at Encore. David spent over 15 years managing production and quality control at Encore Precast and now manages Encore Building Systems production for insulated wall panel projects with a focus on precision and quality. With experience in nearly every capacity of the business, David understands every detail of the work Encore does.
Outside of work, David enjoys spending time with his wife and two sons, as well as relaxing at his farm on the east side of Cincinnati.

Kevin Von Handorf
Kevin Von Handorf leads Encore Building Systems’ engineering and detailing work as the Engineering & Prestress Products Director, and brings over two decades of experience in civil and structural engineering. With a strong focus on accuracy and efficiency, Kevin oversees project design and detailing while providing facility design to support Encore’s business expansion. His expertise allows Encore to evaluate the best precast systems for each project, ensuring clients receive high-quality and timely solutions that maximize value.
Kevin began his career as a bridge designer for major concrete segmental projects, including the Veterans Glass City Skyway in Toledo and the Mon-Fayette Expressway Bridge in Pennsylvania. Later, he founded an engineering consulting firm in Dayton and served as Director of Engineering at Sine Wall, guiding its growth until its acquisition by The Reinforced Earth Company. Kevin’s work has covered a range of structures, from precast to steel to cast-in-place, giving him a unique ability to design from both owner and supplier perspectives.
Kevin holds a Bachelor’s in Civil Engineering (Geotechnical Concentration) from Case Western Reserve University and a Master’s in Civil Engineering (Structural Concentration) from Cornell University. He is a Registered Professional Engineer across eight states as well as a Registered Structural Engineer in Illinois.
Kevin serves on the Centerville Planning Commission and coaches Science Olympiad. He enjoys spending time fishing, hiking, and downhill skiing.
